Using Symphony’s Administrative Features for Businesses

Prerequisites

To access administrative features, there must be at least one user registered for Symphony who is listed as an authorized Point of Contact (POC) on the System for Award Management (SAM.gov) for their organization. Administrative rights are granted after registration for contract vehicle sites on Symphony.

Symphony supports the following contract vehicles

GSA   =   ALLIANT 3      ASTRO      OASIS      OASIS PLUS      POLARIS     

DHA   =   HEC      MQS-NG      OMNIBUS    (Legacy) MQS



Accessing User Administration Options

Authorized users create their sign-in information when registering for a contract vehicle on Symphony. (See Gaining Business Administrator Access).


  1. Ensure registration is complete. If it isn't, register for Symphony.
      
  2. Sign in to Symphony after activation (see the Inactive Account Process)
      
  3. Click on the Administration link. (See Figure 1).
      
  4. Select an Administration Option:
  • Symphony Users
  • User status update
  • Group status update
  • Profile update


1. Symphony Users 

Administrators can activate users after registration or manage user access duration. If necessary, they can also remove a user's access(See Figure 1).

2. User status update

Administrators can change the status of registered users on Symphony contract vehicles for their organization. (See Figure 2).

Steps to change user status:

  1. Click on the row with the User’s Name.
      
  2. Select the user’s status from the pop-up menu. 
      
  3. Click on the desired option.

Actions 

Active 


Unrestricted access to view and perform tasks within their group's permissions.


Delete


User loses access to Symphony and no longer appears in the administration list.


Initial


User has registered but needs approval. Signing in will show an inactive account message.


Pending


User’s access is not approved, and they will receive an inactive account message.


Suspended


Account locked due to inactivity.
   


3.  Group Membership Update

Administrators can modify user permissions within the Administration link. Permissions can be changed by selecting from the Group Membership options. (See Figure 3).

  • Full management access and notifications; SAM.gov POCs receive this role after registration (see Prerequisites). 
  • Symphony also designates an administrator when a user receives an email invitation for a Symphony contract vehicle, after the contract is awarded. This occurs when contracts are loaded to Symphony.


Open Market 
Proposal Manager


Can submit proposals during open solicitations and receive submission notifications but does not have full administrative permissions.

Contract Manager/ Program Manager


Can submit proposals for awarded contracts, but does not have administration access. This role is reserved for contract holders only. It applies to order and market research responses. See also Assigning the Contract Manager / Program Manager to a Contract.


Staff


Can view task order requests and work on proposal data, but cannot submit or retract proposals, receive notifications, or access administrative features.



Note: The Contract Manager and Program Manager roles in a proposal can only be changed before the solicitation deadline and these designations do not have administrative access in Symphony. Symphony also does not include an Authorized Negotiator role.


Best Practice

It is recommended that organizations delegate their proposal submission to an Open Market Proposal Manager to ensure accuracy.



4. Profile update

Users can update their profile information by clicking on the profile icon at the top right corner of the Symphony interface (see Figure 4)

  1. Click on the profile icon.
  2. Update details, such as passwords or enable multi-factor authentication (MFA) using a QR code. (See MFA Information). 
  3. Registrants can contact us for name corrections.
